Halloween costumes are popular for parties (and trick or treating for the kids) held at the end of October. Costumes can also be used at Mardi Gras (or just "Carnival") celebrations held in many communities, in the wekk or two prior to Fat Tuesday (typically in mid to late February, 40 days prior to Easter).
